Reported: 2015-12-22 (December 22, 2015) · Model years: 2007, 2008, 2009, 2010, 2011, 2012

Navistar, Inc. is recalling certain model year 2007-2015 IC BE and CE school buses, 2013-2015 IC AE school buses, 2007-2011 IC FE school buses, and 2007-2014 IC RE school buses equipped with certain model S2005, S2010, S5005, S5010, S5505, and S5510 wheelchair lifts by Ricon. The affected lifts are equipped with folding link arms that may have pivot holes that are too big, allowing the bearings to move out of position.

Consequence: If the bearings move out of position, the stowed platform may have excessive movement resulting in failure of the platform mounting. This failure could cause the wheel chair lift platform to fall out of the vehicle when the doors are opened, increasing the risk of injury for the lift operator.

Remedy: Navistar will notify the purchasers of the lifts, and dealers will inspect the link arms for damage or for displaced bearings. The platform will be inspected for cracks. Any damaged parts will be replaced, free of charge. The recall began on February 19, 2016. Owners may contact Navistar customer service at 1-800-448-7825. Note: These buses and wheelchair lifts were subject to a similar recall in 2014. All vehicles that received that recall remedy are still affected by this recall as well.

NAVISTAR IS RECALLING CERTAIN MODEL YEAR 2009 THROUGH 2011 IC CE, FE, RE, AND BE MODEL SCHOOL BUSES MANUFACTURED FROM DECEMBER 10, 2007 THROUGH JANUARY 12, 2010 AND FITTED WITH RICON PUBLIC USE LIFTS. THE RESTRAINT BELT ON THESE LIFTS WAS DESIGNED TO PREVENT THE LIFT FROM MOVING, UNLESS THE TONGUE OF THE BELT IS FULLY ENGAGED AND LATCHED IN THE BUCKLE. RICON HAS DISCOVERED, HOWEVER, THAT IT IS POSSIBLE FOR THE OPERATOR TO INSERT THE BELT TONGUE INTO THE BUCKLE WITHOUT FULLY ENGAGING THE LATCHING MECHANISM. Consequence: THE USER OF THE LIFT COULD BE INJURED SHOULD THE LIFT MOVE WITHOUT THE RESTRAINT BELT PROPERLY BUCKLED.

IF THE RESTRAINT BELT TONGUE IS NOT FULLY ENGAGED INTO THE RESTRAINT BELT BUCKLE, AND LATCHED, THE LIFT MAY OPERATE WITH AN OCCUPANT ON THE PLATFORM.

Consequence: THE USER OF THE LIFT COULD BE INJURED SHOULD THE LIFT MOVE WITHOUT THE RESTRAINT BELT PROPERLY BUCKLED.

WE HAVE HAD 4 2008 MODEL IC 77 CAPACITY SCHOOL BUSES THAT THE ENTRANCE DOOR HAS BROKEN AND FALLEN OFF OF THE BUS. IN ALL 4 CASES THE DOOR FRAME BROKE AT THE UPPER HINGE PIVOT POINT AND ALLOWED THE DOOR TO BECOME DETACHED FROM THE VEHICLE. THE FRACTURES IN THE METAL FRAME LOOK EXTREMELY SIMILAR IN ALL 4 CASES. THEE FIRST INCIDENT WAS IN OCTOBER 2008, THE LATEST INCIDENT WAS LAST WEEK. *TR

Emerging complaint spikes

Complete months in the latest six months with at least 10 complaints, at least twice the preceding 12-month average, and at least three square-root deviations above that average.

This is a descriptive screening rule, not a statistical defect finding. Publicity and reporting changes can increase submissions.

No complete months meet the spike thresholds for this selection.

Equal-age model-year comparison

Model-wide cumulative reports during the first three or five calendar years, starting with the model year (age 0). Only fully elapsed windows are compared.

Incident date is preferred when valid and no later than filing; otherwise filing date is used. Model year approximates age. Equal observation time does not adjust for sales, distance driven or reporting delays. One complaint linked to multiple model years can appear in each cohort.
